Allottee : - Allottee in The Kerala Allotment of Government Land in development areas for hire purchase for industrial purpose Rules 1969 means, a person to whom land is allotted under these rules and includes his heirs or successor’s interest.

Assignee : - Assignee in Kerala Land Assignment Rule 1964 means a person to whom land is assigned under these rules and includes his heirs or successors in interest.

Assignment : - Assignment in Kerala Land Assignment Rule 1964 means transfer of land by way of registry and includes a lease and a grant of licence for the use of the land.

Assigning Authority :- Assigning Authority under Co-operative colonization Scheme 1971 means the Tahasildar of the Taluk or a Special Tahasildar authorised by Government for the purpose of assignment of registry of lands under these Rules.

Arable forest lands : - Arable forest lands in The Arable Forest Land Assignment Rules 1970 means forest lands transferred from the Forest Department to the Revenue Department under proper orders of the Government for the purpose of assignment under these rules, and includes such other lands as may be notified by the Government in this behalf from time to time.

Basic Tax : - Basic Tax under the Kerala Land Tax Act, 1961, means the tax imposed under the provisions of this Act.

Beneficial enjoyment:- Beneficial enjoyment in Kerala Land Assignment Rule 1964 means the enjoyment of land for purposes like providing approach road to the assignee’s registered holding and protection of his watercourse ,standing crops and buildings.

Bhoodan Movement :- Bhoodan Movement in the Kerala Land Relinquishment Rules 1958, means the movement initiated by Shi.Acharaya Vinobha Bhava for encouraging voluntary gifts of land with a view to distribute the land to deserving persons.

Block Panchayath :- Block Panchayath under the Kerala Protection of River banks and Regulation of Removal of Sand Act,2001 means a Block Panchayath constituted under Section 4 of the Kerala Panchayath Raj Act,1994 (13 of 1994)

Building : - Building under the Kannan Devan Hills (Resumption of Lands) Act, 1971 shall not include a temporary shed.

Development Area: - Development Area shall, as per the Rules for Assignments of Government land for Industrial purposes consists of lands acquired by Government for the purpose of the industrial development of an area.

Defaulter: - Defaulter under the Kerala Revenue Recovery Act ,1968, means a person from whom an arrear of public revenue due on land is due, and includes a person who is responsible as surety for the payment of any such arrear;

District Panchayath :- District Panchayath under the Kerala Protection of River banks and Regulation of Removal of Sand Act,2001 means a District Panchayath constituted under Section 4 of the Kerala Panchayath Raj Act,1994(13 of 1994)

Educated Unemployed:- Educated Unemployed for the assignment of government land for Rubber cultivation means able bodied persons who have studied up to S.S.L.C standard and who are unemployed and whose family income does not exceed Rs 3600 per annum.

Encroacher :- Encroacher in Rules for Lease of Government Lands for Cardamom Cultivation,1961 means and includes a person who is in unatuhorised occupation of land and has cultivated the same with Cardamom on or before 08.01.1959.

Encroachment : - Encroachment in Kerala Land Assignment Rule 1964 means encroachment on Government land, which is available for assignment, by a person or a family eligible to get land, on registry under these rules.

Escheats :- Escheats under the Kerala Escheats and Forfeitures Act,1964, means when a person dies intestate and without leaving legal heirs ,all his property shall be escheat and shall belong to the Government.

Family :- Family in Kerala Land Assignment Rules 1964 includes a person, his wife or her Husband, their children living with or dependant on them and also the parents who are solely dependant on such person.

Field Stones :- under the Kerala Survey and Boundaries Rules, 1964,means granite stones of durable quality roughly squared of approximate dimentions 60 cm.x 15 cm.x 15 cm. with a coconut tree mark 1 cm ,deep cut on the side.

Food Crops :- Food Crops under Land Utilisation Order,1967 includes Paddy, Fish, Sugarcane, Vegetables, Tapioca, Yam, Tea, Coffee, Cardomom, Pepper, Groundnut, Cocoa and Banana plantain.

Government lands :- Government lands shall, in Kerala Land Assignment Rules 1964 consist of lands belonging to Government and available for assignment as per lists prepared by the Revenue Department and approved by the competent authority under these rules and such other lands as may be set apart for purpose of these rules.

Government land : - Government land under the Kerala Survey and Boundaries Act, 1961, means any land the proprietary right in which vests in the Government.

Grama Panchayath :-Grama Panchayath under the Kerala Protection of River banks and Regulation of Removal of Sand Act,2001 means a Village Panchayath consitiuted under Section 4 of the Kerala Panchayath Raj Act,1994(13 of 1994)

Highway :- Highway under the Kerala Highway Protection Act 1999,means any road, way or land declared as a Highway under section 3 and includes any land acquired or demarcates for construction of a highway.

Holder of Land :- Holder of Land under Land Utilisation Order,1967 means a person holding any land whether as owner, tenant or otherwise.

Immovable property :- Immovable property in the Kerala Scheduled Tribes (Restriction on Transfer of Lands and Restoration of Alienated Lands) Act,1975 includes standing crops and trees but does not include growing grass.

Improvements :- Improvements for the purpose of assigning land within Corporation and Municipal Area Rules, 1995 means improvement in land effected by cultivation of perennial crops or by construction of buildings, structures or irrigation works.

Industrialist : - Industrialist as per the Rules for Assignments of Government land for Industrial purposes includes a company, firm, association of individuals or an individual engaged or intending to engage in the business of an industry.

Kadavu :- Kadavu under the Kerala Protection of River banks and Regulation of Removal of Sand Act,2001 means a riverbank, or a water body where removal of sand is carried out.

Kandukrishi Lands : - Kandukrishi Lands in Kandukrishi Land Assignment Rules, 1958 means land covered by the Kandukrishi proclamation, 1124 (1949) and includes Kandukrishi, Pattam land and Kandukrishi thanathu land.

Kuthakapattam :- Kuthakapattam in Kuthakapattam Rules 1947(Travancore) means and includes:
a) Lease of poramboke land on fixed ground rent for putting up shops in Bazaars and markets.
b) Lease of Pormboke and other Government lands for temporary occupation with fairs, festivals, marriages, public entertainments etc.
c) Lease of Poramboke land not immediately required for public purpose or THARISU or other Government land available for cultivation.
d) Lease of trees standing on Government land falling under Clause (c)

Land :-Land for the purpose of assigning land within Corporation and Municipal Area Rules, 1995 means Government land within the Municipal and Corporation limits and included Government land held under lease, current or time expired, granted under any Rules or Orders in force at the time of such lease.

Land - The expression “land” in the Land Acquisition Act 1894 includes benefits to arise out of land, and things attached to the earth or permanently fastened to any thing attached to the earth.

Land Board :- Land Board means the Land Board constituted under section 100 of the Kerala Land Reforms Act,1963(1 of 1964).

Land holder :- Land holder under the Kerala Land Tax Act,1961, means
a) in relation to any land held by a cultivating tenant as defined in the Kerala Land Reforms Act ,1963 (1 of 1964) , such cultivating tenant.
b) In relation to any land in the possession of a kanam tenant as defined in the Kanam Tenancy Act,1955(XXIV of 1955) ,such kanam tenant;
c) In relation to any land which has not been surveyed and is not held by a cultivating tenant referred to in sub-clause (a) ,the proprietor of such land;
d) In relation to any other land ,the registered holder for the time being of such land.

Landlord :- Landlord under the Kerala Requisitioning and Acquisition of Property Act,1981, means any person for the time being is receiving, or is entitled to receive , the rent of any premises ,whether on his own account, or on account on behalf or for the benefit ,of any other person or as a trustee, guardian or receiver for any other person, or who would so receive the rent or be entitled to receive the rent if the premises were let to a tenant.

Lessee :-Lessee under the Kannan Devan Hills (Resumption of Lands) Act, 1971 means a person in possession of any land situated in the Kannan Devan Hills Village in the Devikulam Taluk of the Kottayam District, who has derived the right to such possession by means of a document executed by Late Mr:John Daniel Monroe of London and Peermede or any person claiming through him or any person claiming under or through any of the successors- in – interest of the said Mr:John Daniel Monroe.

Licensed Surveyor : - Licensed Surveyor under the Kerala Survey and Boundaries Act, 1961, means a person duly licensed by the prescribed officer under Section 17 B.

Padasekharam :- Padasekharam under the Kerala Land Development Act,1964 means a collection of fields or other areas of lands, with or without a common outer bund, which is suitable for the adoption of a common cultivation programme or common agricultural operations including dewatering and irrigation.

Padasekharam Committee :- Padasekharam Committee under the Kerala Land Development Act,1964 means a Committee constituted under Section 7(a) of the Act.

Person interested :- under the Kerala Requisitioning and Acquisition of Property Act,1981, the expression “person interested” , in relation to any property , includes all persons claiming, or entitled to claim, an interest in the compensation payable on account of the requisitioning or acquisition of that property under this Act.

Poor person :- Poor person for the assignment of government land for Rubber cultivation includes a man who has no land of his own or of his own family either as owner or as tenant or a man who or whose family has got not more than (0.81 hectares) of land either as owner or as tenant .

Property of Government : - Property of Government under the Kerala Land Conservancy Act, 1957 means all public roads,streets,lanes and paths, the bridges, the ditches,dykes and fences on or beside the same the bed of the sea and of harbours and creeks below high water mark, the beds and banks of rivers, streams, irrigation and drainage channels,canals,tanks,lakes,backwaters and water courses, and all standing and flowing water, and all lands wheresoever situated, save in so far as the same are the property of
a) Jenmies, Wargdars or holders of Inam’s or
b) Persons registered in the Revenue records as holders of lands in any way subject to the payment of land revenue to the Government or
c) Any other registered holder of land in proprietary right or
d) Any person holding land under grant from the Government otherwise than any way of a lease or licence or
e) Any person claiming through or holding under any of the persons referred to in clauses (a), (b), ( c ) or (d) are ,and are hereby declared to be, the property of Government except as may be otherwise provided by any law for the time being in force subject to all rights of way and other public rights and to the natural and easement rights or other land owners and to all customary rights legally subsisting

Public Revenue due on land :- Public Revenue due on land under the Kerala Revenue Recovery Act ,1968, means the land revenue charges on the land and includes all other taxes ,fees and cesses on land, whether charged on land or not and all cesses or other dues payable to the Government on account of water used for purposes of irrigation.

Record of Rights :- Record of Rights under the Kerala Land Development Act,1964 means the Record of Rights and liabilities prepared under Section 20 of the Act

Registered holder of any land :- Registered holder of any land under the Kerala Survey and Boundaries Act,1961,means the person in whose name the land in question is registered in the Government accounts of the village.

Relinquishment :- Relinquishment under the Kerala Land Relinquishment Act,1958,means,in the case of any land in the possession of a registered holder, the unconditional surrender by the registered holder of all his rights over the land ,and, in the case of any land in the possession of a cultivating tenant , the unconditional surrender jointly by the registered holder ,the cultivating tenant and the intermediaries, if any, of all their rights over the land.

Revenue Divisional Officer : - Revenue Divisional Officer with reference to any land in the Kerala Restriction on Transfer by and Restoration of Lands to Scheduled Tribes Act, 1999 means the revenue divisional officer having jurisdiction over the area in which that land is situated or any other officer appointed by the Government to perform the functions of the Revenue Divisional Officer under this Act, in the area in which that land is situated.

Sand Auditing :- In the Sand Auditing under the Kerala Protection of River banks and Regulation of Removal of Sand Act,2001 the Government may, with a view to ensure protection of every river, provide for periodical measurement of the quantity of sand available for removal by such method and in such manner as may be prescribed.

Scheduled Caste and Scheduled Tribes :- Scheduled Caste and Scheduled Tribes means the Scheduled Caste and Scheduled Tribes referred to in clause (24) and (25) of Article 366 of the constitution of India ,and shall include converts to other religions from Scheduled Castes as well.

Small holder :- Small holder for the assignment of government land for Rubber cultivation means a person whose family income or individual income or both together does no t exceed Rs 7000 per annum.

Tahsildar :-Tahsildar means the Tahsildar in charge of a Taluk and includes a Special Tahsildar employed specially for land assignment work.

Theodolite mark : - Theodolite mark under the Kerala Survey and Boundaries Rules, 1964, means the mark placed at the station where a theodolite is set up and observations made.

Theodolite Stones :- under the Kerala Survey and Boundaries Rules, 1964, Theodolite Stones means granite stones of durable quality roughly squared of approximate dimensions measuring 60cm. x 15cm. x 15cm . with a plummet hole 1 cm ,deep cut on top and a coconut tree mark 1 cm ,deep cut on one side.

Treasure trove :- Treasure trove under the Kerala Treasure Trove Act,1968, means money, bullion or other valuables found hidden in the earth , the owner of which is unknown.

Vilapanayam :- Vilapanayam in the Kerala Restriction on Transfer by and Restoration of Lands to Scheduled Tribes Act,1999 means hypothecation of crops on payment of consideration or otherwise.
